US Secretary of State Condoleezza Rice and Abd al-Rahman Shalgam, a Libyan whose full title is the concise "Secretary of the General People’s Committee for Foreign Liaison and International Cooperation" met Saturday in New York and issued this joint statement. It's not the big news of an end to Libya's place on the state sponsors of terror list that American exporters would like to hear (stories about the newfangled US-Libya relationship often gloss over the fact that nearly all dual-use items still require a license for export to Libya). Still, the wording of the statement seems to indicate that things remain headed, albeit slowly, in that direction.
