I'll have more on yesterday's US-Indian joint statement soon, but one important nugget for US exporters from the meeting between President Bush and Prime Minister Singh is that the US would be removing some Indian organizations from the Entity List (pdf, Indian entities begin on p. 4), which is a sort of rogue's gallery of entities the US believes may be involved in proliferation activity. An organization's placement on the Entity List triggers automatic export license requirements for US companies, often even for totally innocuous items that would otherwise be entitled to license-free export to India. This can put a major crimp on the ability of the entities in question to obtain the supplies and technologies they need, so it's not surprising that the Indians would seek removal of their organizations from the list.
I haven't seen any specifics in the American press yet, let alone anything official from the US Goverment, but without naming its source the Indian press is reporting that the following entities will be taken off the Entity List
- Indian Space Research Organization (ISRO) Telemetry, Tracking and Command Network (ISTRAC)
- ISRO Space Applications Center (SAC)
- ISRO Inertial Systems Unit (IISU)
- Department of Atomic Energy (DAE) Tarapur Nuclear Power Plant
- DAE Rajasthan Nuclear Power Plant
If this is accurate we would expect to see confirmation from the Bureau of Industry and Security over the coming days or weeks. Until BIS actually notifies exporters that the list had been updated, license requirements remain in effect as ordered for the Indian entities.
